Pasauliniame branduoliniame kare ypatingas dėmesys kreipiamas į pirmajį prevencinį (nuginkluojamąjį) branduolinį smūgį, kuris turi sunaikinti priešo strategines pajėgas, kad išvengtų naikinamojo atsakomojo smūgio.
